They're both something like "The man is running", right?

No, they are different

Ông ấy đang chạy.=he's running or That man is runing
Người đàn ông đang chạy.= The man is running or a man is running.

Ông ấy is usually used to indicate a person who was "recently" mentioned in a coversation.

Colloquially, "ổng" is usually used in place of ông ấy, but never in written form.
