Oh god, I believe that is in Vietnamese: Khu Lưu Niệm Bác Hồ unless someone else thinks something different which means the Commemorative Zone for Uncle Ho *
*The northern people and VC revered & called Ho Chi Minh: Uncle Ho while the rest of the country have less respectful names for him.
Oh, I get it now. Ngan Hang Tuy Phong is the name of a bank; Ngân Hàng means bank and Tuy Phong is the name. Nguyen Thi Kim Dung is a person's name; assumed female
Thanks once again Carolton1967, any ideas on "BO SUU Qap Cao Tan Loi" on front of quan doi envelope from Ha Noi to TPHCM City. On a December 1975 envelope return address says: Vo Ba Anh, Troung Nguyen ai Quoc Mein Nam, Thu Duc (Leader, Nguyen the Patriot (HCM) Southern Viet Nam at Thu Dủc) the address says: Anh: Nguyen Van Binh, Van Phong Uy Ban Nhan dan Caih tinh Khanh Hoa. Anyone want to help with thí one?
Here's a stab at it because I think there are some spelling or typing errors. On the envelope: Bộ sưu tập Cao Tan Loi means Assorted Collection of Cao Tan Loi (name of person)
Return address: Vo Ba Anh (name of person) Nguyen Ai Quoc* School, southern Vietnam, Thu Duc (district)
Addressee: Nguyen Van binh (name of person), Office of the People's Committee, Khanh Hoa Province
*Nguyen Ai Quoc is Ho Chi Minh's pseudonym. Ai quoc means a person who loves his country or patriot; hence the poor translation in parentheses (Leader, Nguyen the patriot)
