i try to understand the following phrase:
"Nhạc sĩ Carl Maria von Weber quả là hơi bị khủng hoảng tinh thần khi viết rằng: ..."

Nhạc sĩ Carl Maria von Weber quả là = Songwriter CM von Weber who is
hơi bị khủng = little crazy ? (couldn't find a definition)
hoảng tinh thần = afraid of spirits? or, lose his temper?
khi viết rằng = at this moment, wrote: ...
