When David reads that message in Vietnamese language, I think he wants to know exact time his friend made appointment with him.

I guess it means 8 AM because normally "AM" can be implied in Vietnam conversations if the speaker wants to mention that matter about 7AM to 12AM and "PM" can be implied about 1PM to 5PM.
If your friend wants you to meet her at night 8PM, she'll post "8h toi ban lai gap toi".

PS: I think you should ask your friend the exact time "8h (8AM) or 20h (8PM)" to avoid wasting the time.
