The summary report of the achievements over the past forty-five years in consolidating and developing the Vietnamese tourism industry.
And an alternative:
The summary report of the achievements in growth and development in the Vietnamese tourism industry over the past forty-five years.
Both of these are OK.

umm kiểu như tên 1 loại bảng báo cáo ấy mà
This is not a sentence. It's a title. The report can not report itself. Summary report is a compound noun.
