Yes, that's the common term people use when they don't know what the actual term is. I sometimes use "accent mark" when trying to explain it to Non-Vietnamese because it is easier for them to understand than "diacritics". The following sentence was also written on other Wikipedia sites regarding Vietnamese:
The Vietnamese writing system in use today is an adapted version of the Latin alphabet, with additional diacritics for tones and certain letters.
"diacritics" is a high level. people would harly use it. I would prefer to use "accent mark"
