When you say a couple of weeks, it doesn't have to be 2 weeks. Couple, in this case, means a few or a small number.

A couple does mean 2 weeks but saying "I think" afterwards means "maybe" . If he says "I'm coming to Hanoi within in the next 2 weeks" then it is definate.
