- I think, there is a difference between the two sentences here.
May be, the sentence "can you help me out?" comes from "Can you help me out of a dificulty?". It means that you are coming up against a difficulty and you need help so much.
When you say "Can you help me?",maybe, you need help but not much and you can manage to get out of the dificulty
- Help yourself! means "mời ông xơi" or "tự tiện".
for example: you are helping yourself to my computer (bạn đang tự tiện sử dụng cái máy tính của tôi).
Unnamed,
To help out: to give assistance to a finish or conclusion
1: give assistance or support —often used with out<helps out with the housework>
To help: to assist, to give a hand...
To help yourself: kính mời...; quí vị cứ tự nhiên nhé...(ăn, uống, nghỉ ngơi, chơi đùa....)

correction:
Help out is a verb phrase and has the same meaning as help. It does not mean to help to a finish.
