That's Bộ Đại Học Và Trung Học Chuyên Nghiệp Số 1180 CLCK which means: Ministry of Universities and High Schools for Professionals, Number 1180 CLCK (this part is an address and I'm afraid I don't know what the CLCK abbreviations stand for)
