Yes, "a day to forget is also a day to remember" is a complete sentence. However the original sentence in Vietnamese is not a complete sentence. There already it can't be an exact translation. Although the Vietnamese sentence does not specify any specifics, it leaves all the opportunity there. When translating a phrase and not a complete sentence, one must do it in a way so that other words could be added to it and it would still make sense in both languages. For example:


Hôm nay là " 1 ngày để quên và cũng là ngày để nhớ "
Hôm qua là " 1 ngày để quên và cũng là ngày để nhớ "
Ngày mai là " 1 ngày để quên và cũng là ngày để nhớ "

Translation:

Today is "a day to forget and is also a day to remember"
Yesterday is "a day to forget and is also a day to remember"
Tomorrow is "a day to forget and is also a day to remember"

But this wouldn't make sense:

Today is "a day to forget is also a day to remember"
