I love trying to decipher Vietnamese when it doesn't even look like Vietnamese. I believe the statement in Vietnamese is: đầu óc không được bình thường, which translates to an abnormal mental state or mental instability

That in Vietnamese is: "nói nhảm không chịu được" which means I can't take your nonsense talk.

This is sometimes said in jest and should not be taken in offense.
