No a Bar does not mean "Beer, Gossip, drink" what you described here could be a number of places, a bowling allies, convenient stores, etc.
A bar (quan ruou, quan nhau) is similar to a restaurant, where you can get drinks, food, and socialize, but with the exception of: a bar has a counter (aka a "bar") that separate the customers from a server (aka bartender). There are places that have both restaurants & bar, such as hotels and some airport restaurants, etc.
Some states have a "No minors allowed" law at the bar, i.e. minors cannot sit at the bar.

Bar can also be a verb and means to prohibit somebody from doing something. It can be used in the active and passive tenses. e.g. "I am barring you!" "I have been barred" "They've been barred from the bar" :-)
