Correction: It is worse than solving a puzzle
bad (xấu), worse (xấu hơn) and worst (xấu nhất). When you use worse, you don't use more in front of it.
You are comparing 2 nouns. First one is understanding (backdated billing), the second one is solving (a puzzle)

Ex: billing cycle is one month and it is $50.00. For some reason the bill is increased to $60.00 per month and it was supposed to take effect 2 months ago, BUT they did not bill you the new rate ($60.00) for the last 2 months.
