I think your rewritten sentence is fine.

I suppose you can say, in principle, that the adverb "particularly" could modify the verb "is". However, since "is" describes a state of being expressed by the adjective following it (and thus has no particular meaning by itself), it is not clear how an adverb can modify the meaning of "is".
