Đồng ý với Manh Nguyen ‘khi ngồi trên xe gắn máy’ dịch là ‘when riding on motorcycles’. ‘Lái xe gắn máy’ là ‘ride a motorcycle’ but here the law applies to the passenger as well nên thêm chữ ‘on’. Also agree with ManhNguyen on holidays, weekends, and days off.

TT (HCMC) - Yesterday, September 1st, is the first day public workers of administrative agencies have to wear helmets when riding on motorcycles in accordance with campaign of HCMC People’s Committee.
However, as most of agencies are closed at weekends and public workers do not go to work, not many people wear helmets on city streets.
A traffic policeman said that public workers would have to wear helmets on working days because of offices’ mandate. A few people are voluntary for wearing the helmets at weekends.
Nevertheless, according to compulsory rule, starting December 15, 2007, everyone has to wear helmet when riding on motorbike on any routes.

A few comments:

Volunteer (noun & verb), voluntary (adj.), voluntarily (adverb): tình nguyện, xung phong. Ví dụ: volunteer to join the army (tình nguyện vào quân đội).
“A few people volunteer for wearing the helmets” is rather awkward English. Better: “A few people voluntarily wear helmets”

sự kiểm soát (của cơ quan): dịch tạm là supervision nghĩa là canh chừng

Tự giác is more like ‘self control, self discipline, self awareness’, not volunteer

On weekends, not ‘at weekends’

However, since it was a non-working day, with the majority of the agencies being closed and public workers not having to go to work, not many people were found to yet wear helmets on city streets.
A traffic policeman said that public workers would have to wear helmets on working days because of the agencies’ supervision, whereas few people would do so out of self discipline on non-working days. Nevertheless, according to the mandatory regulation, starting December 15, 2007 everyone will have to wear helmet when riding on motorcycles on any routes.

I am not sure now translating is really an effective way to learn English, so time-consuming with many little things to pay attention to, unless one trains to be a professional translator, of course. I had not done much translation, if any, before I joined this forum. A better way probably is to be an active reader, meaning reading not only for understanding but also exploring why the writer uses certain words and certain phrases instead of others. And pay attention to the grammar and the writing style used by the author. Also try to express yourself accurately in English through writing. Remember to start modestly, not speed writing like Ducphu since one needs to learn to walk before one can run.
