Vietnamese achieve Nobel Prize, Is that an illusion?

You all may know that Vietnamese always get high score in annual international olympic exams, but Vietnam’s science level is still ranked at a very low level in comparison with other countries around the world even with neighbor countries.
What’s is reason?
Is Vietnamese really clever? or there are others reasons? Vietnamese would achieve Nobel Prize in the near future?
I know that some members of this forum is living or studying abroad, so you must understand how clever of other countries’s student in comparison with Vietnamese students. What’s your point of view about this.

(In some my last posts, someone heavily criticized me but fortunately, they most honestly show and correct my mistakes, i hope to still receive your help more, thanks)
