    I believe that it means "With reference of; about" when the preceding verb ( or gerund) is "understood"
    Example: To think of; about
    To speak of
    Speaking of her outstanding project..., we....(complete sentence)
    /Understood/ Of her outstanding project...., we ....(complete sentence}

    Does this make sense?

    The above sentence was written using the inversion style; its standard form is

    "abc is of particular importance"

    "importance" is a noun so "of" is added to it to turn "of importance" into an adjective with the same meaning as important (adj): abc is of importance (same meaning as abc is important)

    Particular in the phrase in an adjective modifying importance

    The sentence can be rewritten as follows with the same meaning:

    abc is particularly important

    Now important is the adjective, and particularly is an adverb modifying important.

    Thanks. But may I rewrite the sentence as "abc is particularly of importance"?
    By the way, in "abc is particularly important ", the adverb "particularly" is used to modify the adjective "important", but can someone say that it is used to modify the verb "is"?

    I think your rewritten sentence is fine.

    I suppose you can say, in principle, that the adverb "particularly" could modify the verb "is". However, since "is" describes a state of being expressed by the adjective following it (and thus has no particular meaning by itself), it is not clear how an adverb can modify the meaning of "is".
