Is Ngan (a girl's name) doing well over there??
Or it could be "Are you doing well over there?" if this was sent directly to the person whose name was Ngan

I'm not sure if these are typos or she just intentionally wrote like that. According to how I understand the sentence, it should be written "Chị Ngân ở bên có khỏe không vậy?". They're not abbreviations, a lot of people just like to use them that way. We understand either because we're too familiar with these kinds of writing or just know what it is depending on the context.

By the way, Ngan is not the sender. It's either the person whom the message is sent to or a third person that the message talks about.
