Bác muốn nhấn mạnh giờ nào thì dùng am/pm. Thường thì nói đì làm 3 giờ về là hiểu 3h chiều vì đa số ai cũng làm ca ngày và tuỳ theo ngữ cảnh hai người đang nói chuyện nữa.

Có nhiều người lại dùng " I will see you at 3 in the afternoon."

Có người thì " I will see you at 15:00 hours." (fifteen hundred hours). Đa số là dân từ quân đội hay dùng lối này.

My guess is that he lives in Singapore. The official language is English but most people speak Mandarin.
