1.To me, there are people names and place names in this phrase.You said they come from envelope, so it should read:
---From: Phan
K3 Camp.
---To: Gia Trung
G Unit.

2.Unit 34, Cường( person name) from C4, Chu A???...give up on this one...

3.I think it's your typo on this phrase.There are 2 possibilities:
-Đại Hội Đảng lần thứ IV tại Hải Phòng: The 4th Party convention at HaiPhong.
-Đại Hội Đảng Liên Khu IV tại Hải Phòng:The IV interzone Party convention at HaiPhong.

4.Giảng viên trường Kỹ Thuật: Science & Technology school instructor.

5.Giáo viên cấp 1, Trưởng Khu Phố ??? Or it might read : Giáo viên cấp 1 trường Khu Phố ??? First guess makes better sense to me because I've never heard of a school named Khu Phố . So this phrase is about a person who has 2 titles: Elementary school teacher and Community representative.
