Vietnam War Paintings I need translation to English...PLZ help =)

Hello,
I am new to this site and have to ask for the communitys help here.
I recently required 2 original paintings that the North Vietnamese Government made during the Vietnam War. I have no idea what they say but the artwork is great. If you could please let me know what they mean word for word it would be GREATLY appreciated. I am going to attach pics of the paintings but one of them says

Vung Len Nhan Dan Mien Nam Anh Hung

the other says

Hoan Ho Mien Bac Thang To Da Ban Roi 4000 May Bay Mi

I dont know if I got that right so look at the pictures to see if I missed something or just to get a kick out of something you dont see every day
